Open Category

The open category includes drones whose maximum take-off weight is less than 25 kilograms.

What is the minimum age for operating a drone independently?

Persons who are at least 16 years old can operate a drone independently. Younger persons can operate a drone under the supervision of a person who meets the conditions for operating a drone independently.

Under what conditions can I fly over built-up areas in the open category?

As a registered operator in the open category, you can fly over built-up areas if all of the following conditions are met: – Obtain permission from the owner or manager of the land you are flying over – Report the flight to the Civil Aviation Agency in good time – Fly during the day – Fly at an altitude of up to 50m above the terrain

What are the categories of drone operations?

The categories of operations differ according to the risk that the operation represents. The open category of operations is intended primarily for amateur users. Due to the low risk of performing operations, the entry conditions (registration + exam) are very simple. The special category of operations is intended for business users who perform operations with a higher level of risk. The special category requires greater pilot training, drones with prescribed technical characteristics and precisely defined operational procedures.

What are the restrictions of the open category?

Operator registration is mandatory for using a drone in the open category – If you are using a drone weighing over 250g, a pilot exam is mandatory – Flying within the remote pilot’s field of vision is mandatory – Flying is permitted at a maximum height of 120m above the terrain – The weight of the drone is limited to a maximum of 25Kg – Geographical area restrictions must be taken into account – Depending on the weight and C marking on the drone, additional restrictions of one of the subcategories (A1, A2, A3) apply – Flying over built-up areas in Slovenia is very limited for drones in the open category.

Is liability insurance mandatory for a drone?
Liability insurance for drones weighing up to 20kg is not mandatory, but is recommended.
